There are several areas to the File Explorer window.
The list of files in the current folder (items view list), column titles, the title bar (current tab), status bar and the folder navigation area (preview). These main areas can be accessed by pressing F6.
There is also, the new Tab button, toolbar buttons, the address bar and the search area, which can be accessed by pressing the Tab key.
Add the Shift key to go through these elements in the opposite direction (Shift + F6 or Shift + Tab)
